What exactly is the DGUV V3 inspection?
The abbreviation DGUV stands for “Deutsche Gesetzliche Unfallversicherung” (German Social Accident Insurance). Regulation 3 governs the testing of electrical systems and equipment. Many people still know this test by its old name, BGV A3. Even though the name has changed, the goal remains the same: to prevent accidents at work caused by electric current.
Those responsible often search for “DGUV3 test” or accidentally type “dguvv3” into the search engine. They always mean the same thing: verified proof that your technology is safe. This accident prevention regulation obliges companies to have all electrical equipment tested before it is used for the first time and then at regular intervals. This also applies after any repair or modification of the equipment.
Why did BGV A3 become DGUV V3?
The renaming took place in the course of the merger of the umbrella organizations of the professional associations and the public accident insurance institutions. The regulations were standardized. In terms of content, the requirements of the former BGV A3 are largely identical to those of the current DGUV Regulation 3. However, the old term is appearing less and less frequently on inspection stickers and in documentation.



Who is required to undergo DGUV V3 testing?
The answer is short: every business owner. As soon as you employ staff or use electrical equipment for commercial purposes, you are subject to mandatory testing. The size of the company is irrelevant. From individual offices and craft businesses to large corporations with multiple branches, everyone is affected.
The inspection covers:
- Public institutions: Schools, government agencies, administrative offices.
- Industry and trade: Workshops, production halls, construction sites.
- Services and retail: Offices, law firms, shops, department stores.
- Healthcare: nursing homes, doctors’ offices, hospitals.
Please note: This also includes home offices! If you provide employees with equipment for teleworking (laptops, monitors, power supplies), you as an employer are responsible for their safety.

Legal basis: BetrSichV, TRBS 1203, and DIN standards
DGUV V3 does not stand alone. It is closely interlinked with government occupational safety regulations and technical rules. The BetrSichV is the state regulation on safety and health protection when using work equipment. It stipulates that work equipment—including everything from drills to office coffee machines—may only be used if it is safe. It explicitly requires regular inspections.
TRBS 1203 – The competent person
Who is actually allowed to perform inspections? Not every electrician is automatically authorized to perform a DGUV inspection. TRBS 1203 (Technical Rule for Operational Safety) defines the requirements for a “person qualified to perform inspections.” Our inspectors have:

DIN VDE 0701-0702 and DIN VDE 0105-100
While DGUV V3 regulates the “what” (what must be tested), the DIN VDE standards regulate the “how.” DIN VDE 0701-0702 describes the testing procedure for portable electrical equipment. It specifies limit values for protective conductor resistance and touch voltage. For fixed installations, however, DIN VDE 0105-100 usually applies.
